Request for Tenders: Development of a new Company Strategic Plan 2024-2027

 

County Wicklow Partnership CLG is seeking to engage a suitably qualified consultancy to assist in the development of a new Company Strategic Plan 2024-2027 Company Vision Statement

“To effect change in the county by supporting the social, cultural, economic and environmental Wellbeing of individuals, families, groups and communities in County Wicklow”

Background:

County Wicklow Partnership is the Local Development Company in County Wicklow, which is responsible for the implementation of Government and EU programmes including; Social Inclusion Community Activation Programme (SICAP), the Rural Development/LEADER Programme, TÚS, the Rural Social Scheme and Wicklow Child & Family Project. The
Company also hosts projects on behalf of Wicklow County Council, the HSE (The Tunnel Project) and the East Coast Regional Drug and Alcohol Task Force.

 

Tender Requirements

The successful tender will be engaged to consult with a range of stakeholders including funders, the Board of Directors and Committees, staff employed by the Company across a
range of rural development and social inclusion programmes managed by the Company on behalf of Government agencies and Departments as well as projects hosted by the Company on behalf of local organisations.

The new Strategic Plan will review the Values and Mission of the Company and set out the future direction and goals for the Company for the next five years which will coincide with new national rural development and social inclusion programmes within the context of the Government’s Our Rural Development Policy 2021-2025, the Roadmap for Social Inclusion 2020 – 2025 Ambition, Goals, Commitments, and other national and local strategic initiatives.

The new strategic plan will also reflect the long-term impact of COVID 19 on individuals and communities and the emerging social economic and cultural diversity of County Wicklow.

Tender proposals should include:


1. Contact name and business name of the proposer.
2. Relevant skills, qualifications and expertise of the individuals who propose to carry out the work required including experience of undertaking similar pieces or work and at least two referees.

3. Outline of the methodology for the development of the strategic plan taking into account the potential long-term impact of COVID 19 restrictions and consultations required with internal and external stakeholders.
4. Full costs for the completion of the strategic planning process with a breakdown of number of days required, daily rates for each individual and any other costs.

Planned Timeframe:

It is proposed that the strategic planning process will commence on or after 3rd April 2023, with the conclusion of the process to be agreed with the successful bidder at the time of the appointment.

 

Tax clearance:

Proof of current Tax Clearance Certificate to be provided by successful tenderer.
Insurance Proof of appropriate professional Insurance will be required.

Evaluation criteria:

Proposals will be assessed across a detailed range of criteria as follows:
a. Structure & Quality of the Tender Proposal (Max. 20)
b. Relevant skills, experience, and qualifications (Max.25)
c. Methodology and approach (Max. 30)
d. Tender Price & Quality for Money (Max. 25)
