The Social Inclusion and Community Activation Programme (SICAP) 2024-2028 provides funding to tackle poverty and social exclusion at a local level through local engagement and partnerships between disadvantaged individuals, community organisations and public sector agencies.

Administered by Pobal, SICAP 2024-2028 is co-funded by the Irish Government, through the Department of Rural and Community Development, and the European Social Fund Plus under the Employment, Inclusion, Skills, and Training (EIST) Programme 2021-2027.

What is SICAP?

Through the Social Inclusion Community Activation Programme (SICAP), County Wicklow Partnership provides support for disadvantaged communities and individuals from specific target groups using a bottom-up community development approach across the three municipal districts of Arklow, Wicklow and Baltinglass. Through this programme, we offer a variety of services to individuals to access training and education, improve employment opportunities or to start a business. Supports are also offered to Local Community Groups, Social Enterprises and supports for youth. It also provides supports to International Protection Applicants and Refugees and has a range of responses to those seeking protection from the Ukrainian conflict.”

The programme is overseen and managed by the Local Community Development Committee (LCDC) of Wicklow County Council.

Supporting Communities

We support local communities groups and Social Enterprises to identify and address social inclusion and equality issues.

Does your community need support to: Set up a group? Accessing funding? Hosting a community event/meeting? Increasing biodiversity? Developing governance skills? Planning for the community? Undergoing training? Doing community research?

We can provide advice and support to emerging and existing Local Community Groups and Social Enterprises.

Supporting Individuals

We work with individuals to help them to identify and take the steps to improve their quality of life and wellbeing and to access lifelong learning opportunities.

Do you need support with one or more of the following: Working out your next steps? Building your confidence? Finding out about your rights and entitlements? Exploring your educational options? Job Seeking skills? CV Preparation? Interview Coaching? English Language supports? Up-skilling and completing training courses? Information and advice about accessing other services? Youth:  after school activities and workshops?

We provide a one-to-one confidential support and advice service. We also run various training courses and programmes to help you reach your full potential.

Supporting People To Start Their Own Business

Are you unemployed and would like to explore the option of becoming self-employed?

Do you need help: Exploring a business idea? Exploring the reality of self-employment? Applying for the Back to Work Enterprise Allowance? Completing a Start Your Own Business course? Completing a Business Plan?

We provide a one-to-one confidential support and advice Enterprise Support Service.
